Empty vessels make the most noise

Proverbial Meaning: Empty headed, stupid people make more noise than wise, thoughtful people.

Literal Origins:
An empty pot, such as an iron kettle or cooking pot, makes more noise when it is empty if you hit it or drag across the floor than it does when it is full.

Common Usage:
This was a fairly common proverb a few decades ago, but is not heard so much these days.
